What it changes in the music

Phrases help listeners understand expectation and arrival. A change in harmony, a fill or the return of a motif may mark a boundary. Common lengths are useful reference points, but an actual recording can use shorter, longer or irregular spans. Count bars while listening to those landmarks rather than assuming every phrase follows the same grid.

A small experiment

Count through a short arrangement and mark where a musical idea seems to complete or renew itself. Compare those boundaries with changes in bass, melody and percussion.

Keep this distinction clear

A phrase and a bar are different organizational levels. A time signature can define bar grouping without prescribing how long every musical statement must last.
